Procurement breach: PAC recommends prosecution of staff of Registrar General's Department

The Public Accounts Committee (PAC) of Parliament has recommended the prosecution of staff of the Registrar-General's Department (RGD) over procurement breaches contrary to Section 43 of the Public Procurement Act, 2003 (Act 663). 

The matter came to light when the Ministry of Justice appeared before the committee today, January 20, 2023, to answer questions on the Auditor-General's Report for the year ended 31st December 2020.

The staff in question is said to have “procured goods and services from seven suppliers before the award of the contracts amounting to GH¢360,633.00.”

The report also indicated that “a minimum of three quotations were not obtained before awarding the contracts.” 

“That is what has been reported on. That they have awarded the contract after the supply. And no other alternative quotations were procured – sole-sourcing, and others. So straight-forward we are recommending that you prosecute them,” Chairman of the Committee, James Klutse Avedzi said. 

Explaining the situation, the Registrar of Companies, Madam Jemima Oware said: “the recommendation given by the auditors has well been noted and since then the anomaly has been corrected. And as management, we’ve also put in place additional controls to ensure that this unfortunate situation is not repeated.”
