Lands Commission IT system shuts down for over 3 weeks

The system, which has been down for three weeks now, is seriously affecting land registration, stamp duty, lawyers-clients work, and the work of the Commission’s staff.

Lawyers and users of the service of the Lands Commission especially those in the Greater Accra Region are facing frustrations in performing services for their clients. This stems from the fact that the internet and the IT system of the Lands Commission Head Office are currently down. 

The situation is having dire consequences on users and patrons in six(6) regions of the nation including Accra without any end in sight. The only regions that have not been affected are those that continuously use the manual system. 

The system, which has been down for three weeks now, is seriously affecting land registration, stamp duty, lawyers-clients work, and the work of the Commission’s staff. 

In an interview with undisclosed clients of the Commission, they expressed their dissatisfaction about the lack of official communication or even a public release to this effect, giving them any update or information about the problem. 

This is gradually eroding the gains of the current Board of the Commission and further worsening the lack of confidence in the Commission. 

The Land Act, 2020 (Act 1036), which was assented to on 23rd December 2020, revises, harmonizes, and consolidates laws on land to ensure sustainable land administration, management, effective and efficient land tenure systems.

As such, the adoption of the Land Administration Project (LAP), Phases 1 and 2 saw reforms at the Lands Commission through the enactment of the Lands Commission Act, 2008 (Act 767), the establishment of five Client Service Access Units (CSAUs) to enhance service delivery through a digitalization agenda.

However, if urgent steps are not taken, all these gains may be washed down the drain because the current problem will also harm land litigation and compound the existing problems of the nation’s land tenure system.
