Judicial Service launches Performance Review Programme for judges and magistrates

A review committee chaired by Justice of the Supreme Court, Justice Gabriel Pwamang, would monitor and evaluate judges and magistrates to identify any shortcomings likely to affect their work.

In an attempt to enhance the performance of judges and magistrates, the Judicial Service, led by Chief Justice Kwasi Anin-Yeboah, has launched a Performance Review Programme.

Under the programme, a review committee chaired by Justice of the Supreme Court, Justice Gabriel Pwamang, would monitor and evaluate judges and magistrates to identify any shortcomings likely to affect their work. 

Judges and magistrates would particularly be assessed through observations of court proceedings, submitted judgments or rulings, and the submission of completed standardised feedback forms from lawyers and the general public. 

While noting that the programme is an internal quality assurance arrangement, Justice Anin-Yeboah also said, “The Performance Review Programme would discourage abuse of processes, reviews, and eventually delays. The fact that a judge’s conduct would be reviewed should spur or motivate judges and magistrates to discharge their duties without fear or favour, affection or ill will.

“I am of the firm view that the review would not affect the impartiality of judges but strengthen their judicial independence and judges would also administer justice effectively and efficiently,” he added.

Members of the review committee include Court of Appeal Justices, Justice Sir Dennis Adjei, Justice Anthony Oppong, Justice Mrs. Angela Mensah Homiah, Justice Cynthia Pamela Addo, and Justice Afia Serwa Asare- Botwe. 

Other members are Former Bar Association President, Mr. Anthony Forson, and Mr. Frederick Naidoo, Head of Human Resources, the Judicial Service.
