Transport Ministry backs ban on tricycles from using motorway

On November 1, 2021, a directive to ban tricycles carting refuse from using the Tema-Motorway began. The order has led to a seizure of a number of the tricycles along the major highway.

The Ministry of Transport has endorsed the directive by the Greater Accra Regional Minister, Henry Quartey, on banning the use of tricycles on the Accra-Tema motorway.

“Transportation is something which is done in district assemblies and localities. The district bye-laws allow the assemblies and regional authorities to come out with the way they want their transport system to run,” Minister of Transport, Kwaku Ofori Asiamah said.

The ban is part of a plan to have waste transfer sites in every district in the Greater Accra region by February 2022. Following this, tricycles that cart refuse will be barred from using highways and major roads.

While critics have said the Minister’s directive lacks legal backing, he has however cited Article 241 (3) of Ghana’s constitution in defence. In Article 241 (3) it notes that “a District Assembly shall be the highest political authority in the district, and shall have deliberative, legislative and executive powers.”
