The Minister for Lands and Natural Resources, Samuel Abu Jinapor has ordered all Excavators in the country to be registered in the various MMDAs by November 2, 2022.

According to him, the government deems it expedient to register all excavators in the country to be able to determine those used for mining operations per L.I. 2404.

In a statement released to this effect, the Minister further noted that any excavator not registered per this directive, shall be seized and the necessary step is taken to confiscate them to the state whether found at a mining site or any other operational site or elsewhere.

Why this Directive?

The Minister’s statement notes first of all that this has become necessary due to the devastating effect of ‘galamsey’ and as a fallout of the national Consultative Dialogue which empowered him to take appropriate steps to give effect to its measures.

Also, he notes that excavators are being used to devastate water bodies and forests via illegal mining activities and the fact that the Minerals Commission is empowered per L.I. 2404 to register and track all earthmoving and mining equipment used in mining.

Mode of the Registration

MMDAs shall, as part of the registration, record the following:

the name and particulars of the owner of the excavator;

the date the excavator was brought into the country;

the registration number of the excavator;

the chassis number of the excavator;

the purposes for which the excavator was brought into the country;

the area where the excavator is expected to be used;

the name and particulars of the current operator and/or user of the excavator; and

any other particulars the MMDA may deem necessary;

The Minister for Local Government, Decentralisation, and Rural Development has thus been formally notified of these measures and has directed all MMDAs to ensure strict compliance with the same.
