Ex-councillor faces 56 sex offence charges against ex-wife

A former Swindon councillor has appeared in court accused of a series of serious sexual offences against his ex-wife spanning more than a decade.

Philip Young, 49, is charged with 56 offences, including multiple counts of rape and administering a substance with intent to stupefy his former spouse, Joanne Young, who has waived her right to anonymity.

He appeared before Swindon Magistrates’ Court, where he confirmed his name and address, now given as Amberley Road, Enfield. He did not enter any pleas and was remanded in custody.

Police describe Mr Young as a white British national. In addition to rape and administering a substance, he is also accused of voyeurism, possession of indecent images of children and possession of extreme pornographic images.

The alleged offending is said to have taken place between 2010 and 2023. Mr Young previously served as a Conservative councillor for Covingham and Nythe on Swindon Borough Council between 2007 and 2010.

Five other men also appeared at Swindon Magistrates’ Court accused of sexual offences involving Ms Young, 48. Two of them pleaded not guilty; three did not enter pleas.

Those before the court were:

Norman Macksoni, 47, of Wood End Close, Sharnbrook, Bedfordshire – pleaded not guilty to one count of rape and possession of extreme images. He is described by police as a black British national.

Dean Hamilton, 47, of no fixed abode – pleaded not guilty to one count of rape, one count of sexual assault by penetration and two counts of sexual touching. He is described as a white British national.

Connor Sanderson Doyle, 31, of Crofton Road, Swindon – charged with sexual assault by penetration and sexual touching. He did not enter a plea. Police describe him as a white British national.

Richard Wilkins, 61, of Tattershall, Toothill, Swindon – charged with one count of rape and sexual touching. He did not enter a plea and is described as a white British national.

Mohammed Hassan, 37, of Torun Way, Swindon – charged with sexual touching. He did not enter a plea and is described by police as a British Asian male.

All five were granted conditional bail. They have been ordered not to contact Ms Young, directly or indirectly, and must notify Wiltshire Police of any change of address.

All six defendants are due to appear at Swindon Crown Court on 23 January for the next hearing.

Wiltshire Police said officers are still working to identify a further man in connection with the investigation.

Images believed to have been taken between April and May 2022 show the man as of large build, balding with short or shaved hair, with scarring at the back of his head, prominent lips, a hairy torso and a distinctive tattoo on the left side of his chest.
