Court grants GH¢50,000 bail to two men accused of ECG meter theft

An Accra Circuit Court has granted bail of GH¢50,000 each to two individuals accused of stealing prepaid meters belonging to the Electricity Company of Ghana (ECG) and dealing in stolen property. Each accused person is required to provide two sureties, who must present valid national identity cards at the court registry.

The suspects, Francis Addey, alias Kofi Kyei, a 35-year-old motorcycle rider, and Amos Duah, a 39-year-old electrician, pleaded not guilty to the charges and are scheduled to reappear in court on April 22, 2025.

The prosecution, led by Police Inspector Hagar Owusu-Henabah and Chief Inspector Frederick Awuah-Ansah, stated that the complainant in the case is a Monitoring Officer from ECG’s Amasaman Branch.

According to the prosecution, Addey, who resides in Ablekuma, conspired with an electrician known as Fred—who is currently at large—to steal ECG prepaid meters.

In August 2024, Fred allegedly stole a prepaid meter with PIN 000035737829 from a customer in Fise, near Amasaman, and passed it on to Addey, who then transferred it to Duah. Duah reportedly sold the stolen meter to a witness, Kwaku Twum, for GH¢2,500.

ECG officials discovered the stolen meter during routine inspections and lodged a complaint with the police, triggering an investigation.

During questioning, Duah admitted his involvement and identified Addey and Fred as his suppliers. He cooperated with authorities by setting up Addey to deliver another stolen meter.

On February 11, 2025, Addey allegedly delivered two used prepaid meters with PINs P181032280 and P181032277 to Duah’s residence in Amasaman Abease. Police officers, who had been monitoring the transaction, arrested Addey, though he attempted to escape.

Authorities recovered two prepaid meters and two meter cards as evidence. The prosecution informed the court that efforts are ongoing to apprehend Fred and identify affected customers, with assistance from ECG’s Customer Service Department.

Addey and Duah have since been charged and arraigned before the court.
