The Bank of Ghana (BoG) has announced that applications for Digital Credit Service Provider licences will officially open on November 3, 2025.
In a statement, the Central Bank confirmed it has also released a directive outlining licensing requirements and eligibility criteria for firms seeking to operate in the space. BoG cautioned that current operators are not automatically authorised and must apply through the new framework.
The regulator stressed that all prospective applicants must carefully study the directive and comply fully with the guidelines before submitting applications.
Digital credit services are financial products delivered via mobile apps and fintech platforms, typically offering small, short-term loans to individuals and businesses outside the traditional banking system.
The BoG, in a notice dated August 29, 2025, classified digital credit as a non-banking service—part of broader efforts to deepen financial inclusion and strengthen regulation of the fast-growing sector.
Firms seeking approval must meet the following conditions:
Minimum capital requirement: GHC 2,000,000
Transaction limit: GHC 10,000
Licence fee: GHC 20,000 (to be shown in corporate accounts)
Renewals: Every two years
Application process: Via the Online Regulatory Analytics Surveillance System (ORASS)
