Anti-LGBTQI+ Bill returns to Parliament for second round

Parliament has laid the Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill, 2025 again, reopening the process for the House to debate it.
On Tuesday, February 10, the Speaker of Parliament, Alban Sumana Bagbin, directed the Business Committee to programme the bill for debate. He said the bill meets the constitutional and procedural requirements needed for a private member’s bill to be reintroduced under Parliament’s rules.
Bagbin’s decision was based on Standing Order 187(2). That rule requires the Speaker to inform the House whether a private member’s bill satisfies Article 108 of the 1992 Constitution before it can be introduced.
After reviewing the process, he concluded the bill clears that hurdle, so it can move forward for consideration.
The bill’s first appearance in Parliament drew strong opposition and was also hit by legal challenges, which stalled progress. With the start of the Ninth Parliament, the process has restarted.
On January 28, 2025, the Speaker sent the bill to the Attorney-General’s Office and the Ministry of Justice for review.
The Attorney-General’s Office returned its comments on April 7, 2025.
Those observations were sent back to the bill’s sponsors.
The Committee on Private Members’ Bills and Private Members’ Motions then reviewed the reintroduced bill and unanimously advised that it could be laid before the House.
