3 MPs submit proposed Climate Change Bill to Parliament

The Bill, which was presented by the MPs as private members on March 31, 2023, seeks to address the increasing threat of climate change and its related matters in Ghana.

Three MPs, Hon Francis Xavier Sosu of Madina, Honorable Dr. Godfred Seidu Jisaw of Wa East, and the Member for North Tongu, Samuel Okudzeto Ablakwa have submitted a proposed Climate Change Bill to the Clerk of Parliament.

The Bill, which was presented by the MPs as private members on March 31, 2023, seeks to address the increasing threat of climate change and its related matters in Ghana.

It will further ensure the realization of an open, free, prosperous, inclusive, and secure society.

The need for climate change action has become necessary now more than ever as it affects everything from the place we live to the water we drink, to the air we breathe thus posing severe threats to our very existence.

The Bill has also become necessary as per Article 41(k) of the 1992 Constitution which enjoins us to be interested in such conversations that seek to protect the environment. 

Additionally, as noted in the National Security Strategic Report published by the Ministry of National Security, "The consequences of climate change tend to amplify existing national security risks that endanger the security of humans, ecosystems, the economy, and society as a whole."

The World Economic Forum’s Global Risks Report 2021 has noted that the failure to mitigate and adapt to climate change is ‘the most impactful’ risk facing communities worldwide ahead of weapons of mass destruction and even water crises.

Africa is said to contribute just 3% of global greenhouse gas emissions but many of the worst impacts of climate change are being felt in Africa and Ghana is no exception.

Its impacts are being borne by women, children, indigenous communities, and the economically marginalized and causing ruins across the continent.

Indeed, for us in Africa, Climate change has become a human rights concern.
